One of the most confusing parts of NEET counselling for first-time applicants is understanding how All India Quota (AIQ) and State Quota seats actually differ, and how a student ends up eligible for each.
What Is All India Quota (AIQ)?
AIQ seats โ 15% of government medical college seats in most states, and up to 100% in certain central institutions โ are open to candidates from anywhere in the country, counselled centrally by the Medical Counselling Committee (MCC). Any NEET-qualified candidate, regardless of home state, can compete for these seats based purely on rank and category.
What Is State Quota?
The remaining government seats (typically 85% in most states) are reserved for candidates who meet that state's specific domicile or residency requirements, counselled by the respective state authority. Eligibility rules โ such as years of schooling in the state, or parental domicile โ vary and should be checked against the current year's state prospectus.
Key Practical Differences
- AIQ counselling is centralised (MCC); state quota counselling is run separately by each state's authority.
- AIQ has no domicile restriction; state quota almost always does.
- A student can usually participate in both AIQ and their home state's quota counselling simultaneously, provided eligibility criteria are met for each.
- Reservation percentages and category rules can differ between AIQ and state quota for the same state.
A Common Point of Confusion
Students sometimes assume that not getting a seat in AIQ automatically removes them from state quota consideration, or vice versa โ this isn't the case. They are separate processes with separate seat pools, and participating in one doesn't disqualify a candidate from the other, as long as registration deadlines for both are met.
Practical Advice
Always register for both AIQ and your home state's counselling if you're eligible for both, since it meaningfully widens your options. Track deadlines for each separately, as they often don't align exactly, and missing one registration window can quietly remove a large set of options from your counselling journey.
