AIQ (All India Quota) seats are filled by the Medical Counselling Committee (MCC) and are open to students from all states. State quota seats are filled by state authorities like KEA in Karnataka and reserved for state domicile students. 15% of seats in government colleges fall under AIQ.

Yes — in subsequent counselling rounds you can participate and get a better college if your rank permits. However, once you accept a seat in the final round, changing is not possible. This is exactly why strategic choice filling matters.
